Are smoke alarms mandatory in the Netherlands, and must they be interlinked?

Short answer: Yes. In the Netherlands, since 1 July 2022 every home must have at least one working smoke alarm on each floor with a living room, bedroom, kitchen or escape route. In an existing home, interlinking the alarms is not mandatory and battery-powered alarms are allowed. New-build homes do have to meet interlinking requirements. The Rijksoverheid (the Dutch central government) does, however, recommend interlinked alarms.

What exactly does Dutch law say?

Since 1 July 2022, the smoke alarm requirement has applied to all homes in the Netherlands, including existing ones. For new-build homes, the requirement had already been in place since 2003. Since the Omgevingswet (the Dutch Environment and Planning Act) came into force, the rule for existing homes has been set out in article 3.117 of the Besluit bouwwerken leefomgeving (Bbl, the Dutch Buildings Decree).

The core of it, as summarised by the Informatiepunt Leefomgeving (IPLO, the Dutch government's information point for building and environmental regulations): every storey must have a smoke alarm if it contains a habitable room, or an enclosed space through which an escape route runs. In plain English:

  • Habitable room: a room where you live, sleep or cook, such as the living room, bedroom or kitchen.
  • Escape route: the way from such a room to the front door, such as the hallway, the landing and the stairs.
  • Exception: according to the Rijksoverheid, an attic or basement that you only use for drying laundry or storing things falls outside the requirement.

This is a minimum: one working alarm per floor. The Rijksoverheid recommends fitting it on the ceiling of the hallway or landing that the rooms open onto. You are always free to fit more alarms.

Do smoke alarms need to be interlinked?

Not in an existing home. The Informatiepunt Leefomgeving states that, unlike new builds, existing buildings are not subject to any requirements regarding the placement and interlinking of smoke alarms. The Woonbond (the Dutch tenants' association) confirms this too: the alarms may run on batteries or on mains power and do not need to be interlinked.

For new builds and for homes let room by room, the requirements are stricter. There, smoke alarms must comply with the Dutch standard NEN 2555, which sets requirements for placement and interlinking, among other things; for room-by-room letting, they must also be connected to the mains.

The mandatory minimum position: the ceiling of the hallway or landing that the bedrooms open onto. This is the route you need to take to get out in the event of a fire.

Why interlinking still makes sense

Mandatory or not: the Rijksoverheid says it is sensible to use interlinked smoke alarms if you fit more than one, and the fire service recommends it too. The reason is simple. A standalone alarm only warns whoever hears it. If a fire starts in the attic while you are asleep downstairs, an alarm upstairs may reach you too late or not at all.

There are two ways to link alarms:

  • Interlinked smoke alarms. If one alarm detects smoke, all the linked alarms go off at the same time.
  • Smoke alarms linked to an alarm system. If an alarm detects smoke, the alarm system goes off with its own sirens and you receive a notification on your phone, even when you are not at home.

Rented home or flat: who is responsible?

  • Owner-occupied home: the owner fits and maintains the smoke alarms.
  • Rented home: the landlord must make sure the smoke alarms are in place. The tenant can, however, be held responsible for replacing the batteries. According to the Woonbond, missing alarms may count as a defect that the landlord has to remedy.
  • Flat with a VvE (a Dutch owners' association): you are responsible for your own home, not for the communal areas.

Renting and want more than the minimum, such as extra alarms in the bedrooms or alarms linked to your alarm system? Then talk to your landlord if you want to fix anything to the ceiling.

Who checks it, and what if you don't have a smoke alarm?

The gemeente (the Dutch municipality) supervises compliance with the building regulations and, according to the Woonbond, can impose a fine. A tenant who does not cooperate with the fitting of smoke alarms can be held to account by the municipality.

Beware of people who come to your door to check your smoke alarms on behalf of your insurer. The Verbond van Verzekeraars (the Dutch Association of Insurers) warns about such scammers and says it never prescribes or carries out inspections itself. When the requirement came into force, the Consumentenbond (the Dutch consumers' association) reported that missing smoke alarms did not yet have any consequences for home contents and buildings insurance. Always check your policy conditions for your own situation.

Smoke alarms from Neroo: standalone or linked

So, are smoke alarms mandatory in the Netherlands, and must they be interlinked?

In the Netherlands, a smoke alarm on every floor with a habitable room or escape route has been mandatory since 1 July 2022, but in an existing home the alarms do not need to be interlinked; interlinking is recommended, though, because it means you are warned in time wherever you are in the house.

Is a smoke alarm mandatory in the attic?

Only if the attic is a habitable room, such as a bedroom. According to the Rijksoverheid, an attic that you only use for drying laundry or storing things falls outside the requirement.
